Executive responsibility
Page 1 presents a message from Dr. Louis Whitesides as Vice President and Executive Director. Page 7 documents his August 1, 2019 appointment and explains the institutional strategic direction. The plan reflects a collective process involving staff, steering leadership, institutional and external stakeholders. It should not be characterized as his individually authored work without further authorial evidence.
Documented strategic framework
- Enhance the public image of 1890 Research and Extension.
- Attract and retain high-quality staff.
- Expand programming reach, including underserved communities.
- Improve facilities and implementation spaces.
- Integrate digital technologies to advance the mission.
- Identify and secure public and private resources and revenue opportunities.
- Ensure accountability for public resources.
These seven goals appear in the plan's strategic framework (pp. 8–9). The planning matrix, measures, operational priorities, and evaluation process are also documented (pp. 4–7).
Evidence and attribution boundaries
The plan documents strategy and intended milestones; it does not independently establish completion of each goal. Reported executive CV outcomes, including grants, philanthropic gifts, appropriations growth, and capital investment, require separate records for verification. Fundraising, sponsored grants, governmental appropriations, and capital expenditures are not interchangeable or additive measures of personal fundraising.
