The Convergent University

A Conceptual Framework for Constituent Alignment, Governance Intelligence, and Trust Production in Complex Public Institutions

Co-authors: Jermaine E. Whiteside · Louis D. Whitesides

This working paper introduces the Convergent University Framework and uses a bounded pilot archive of 25 historical administrative initiatives associated with Dr. Whitesides's research-administration and state agricultural-extension leadership. The paper explicitly treats the pilot as an instrument-development exercise rather than causal validation.

Conference papers, invited presentations, working papers, and manuscripts marked “submitted,” “under editorial review,” or “under peer review” on the legacy publication page are not counted here as published peer-reviewed articles. Apparent title variants are not double-counted unless a separate bibliographic record establishes a distinct publication.
